CIFR, in collaboration with the National Center for Systemic Improvement (NCSI) Fiscal Support Team (FST), invites states to send Part B state teams to an in-person workshop to develop written fiscal procedures for one of two focus areas:

  • Comprehensive coordinated early intervening services (CCEIS)
  • Private school proportionate share

The workshop will be held in Washington, DC, on March 11—12, 2025.

TA providers from CIFR and NCSI FST will guide state teams in creating written state-level procedures. The workshop will feature relevant resources, collaborative sessions for team planning, options for sharing and feedback among states, and opportunities for networking. Participants will leave with a comprehensive draft that aligns with IDEA and addresses their state’s unique systems and priorities, along with a plan to finalize, approve, disseminate, and update the procedures.

States that wish to participate in the workshop should submit an interest form (linked below) by December 20, 2024. All states and territories are eligible to apply; however, space is limited. State participation will be confirmed by CIFR on or before January 10, 2025.

Participation Expectations

To apply, states should:

  • Send a minimum of two state staff members for the selected focus area with knowledge of their state’s fiscal practices and the authority to implement procedural changes.
  • Make available non-attending staff as needed by phone or web conference to support the attending team during working sessions (e.g., data manager, other fiscal staff, program/monitoring staff, state director).
  • Attend a pre-workshop webinar and complete preparatory work, including examining existing fiscal processes.
  • Ensure the team will attend the entire workshop and pay for any related travel expenses.

Participant Costs

Each participant is responsible for their own travel and lodging expenses. Lunch and coffee will be provided each day.
